If its a rule there will be some set of protocols. If the rule itself is like a "stunt" scene, only confusion remains. In Delhi, the same thing happened when Kejriwal attempted to make Janata Dharbar.
Kejriwal's government said, "the people's grievance will be heard by person, and their petitions will be scanned and the due actions will be taken in due course". He came and sat with his group of Ministers. It was a large crowd. India don't have any grievance and Indian citizens don't have any problems, but if instant cure is available for particular problems in the sense, definitely people will come.
Its not a new thing happened in India. In Karnataka Ramakrishna Hegde had this as a habit. Daily morning, after his walking, he used to meet people in his house entrance. If the problem's severity is more he will order on the spot if its less he would inform his subordinates. This process was one of the best process during his rule. Because, this process is one of the key features of his rule, not one of the stunt scene of his rule. Kejriwal was managed to head an Exhibition so too much of crowd and that much of confusions.
The Delhi CM's rule might end as a drama. He promised for 700 liters of water. Later, they announced its not applicable for the non-metered connection. Now, its an useless scheme. Water scene is over. Next, Electricity scene, he promised it will be reduced by 50%. In Tamil Nadu till 100 units Re.1, till 200 units Rs.1.50, but Kejriwal government fixed till 200 units Rs.1.95 & this rate is applicable only for three months. No one knows that whether it will be increased or not in the days to come.
No red light. No block of traffic for want of him. No home is needed. No big home. Okay I will take the big home. These kind of scenes are not related to the rule. But this is also stunt. We had Chief Ministers who lived an extra ordinary normal life compared to him !!
